Oborevwori, Okowa not in ‘cold war’

Oborevwori, Okowa not in ‘cold war’

Delta State Government, Friday, said there were no disagreements between the incumbent Governor, Rt. Hon. Sheriff Oborevwori, and his predecessor, Senator Ifeanyi Okowa.

Chief Press Secretary to the Governor, Sir Festus Ahon, in a statement in Asaba, said the purported disagreement as published by Daily Times was a figment of the imagination of the writer as no cold war exists between the two leaders.

The Governor’s spokesman said that Oborevwori and Okowa “enjoy the warmest of relationships”, describing the publication as total falsehood and a futile, unnecessary effort at undue sensationalism. He maintained that the Governor would appoint both remaining Commissioners at the appropriate time.

“We have read with great dismay, the unsavoury and sensational report on an imaginary cold war between Governor Sheriff Oborevwori and his predecessor, Senator Ifeanyi Okowa, as published by Daily Times Newspapers.

“We condemn the hatchet job and its unappetising and distasteful content as it is a clear imagination concocted by the reporter.

“The report in itself woefully fell short of journalism ethics as no attempt was made by the reporter to seek clarification on the alleged cold war between both leaders.

“While Governor Oborevwori holds his predecessor, Senator Okowa and other leaders in high esteem, reports of imaginary disagreements over appointments of two Commissioners are untrue.

“As professional journalists, the ethics of the profession demand that the newspaper should have sought the opinion of the dramatis personnae before going to the press but that was not the case.

“We, therefore, call on the said newspaper to withdraw the said publication as it is a clear misrepresentation of facts,” Ahon stated.

Warri: A New Beginning with Julius Berger’s Contract Signing

Warri: A New Beginning with Julius Berger’s Contract Signing

By Dennis Otu

Warri, the once thriving oil-rich city in Delta State, has been plagued by neglect and disorganization in recent years. The departure of multinational companies left the city in a state of decay, with its young population struggling with homelessness and unemployment. However, hope is on the horizon as the new Governor of Delta State, Rt Hon.Sheriff Oborevwori, has promised to rejuvenate Warri. And he is making good on his word.

On October 18th, 2023, history was made as the Delta State Government and German construction giant, Julius Berger Nigeria Plc, signed a N78 billion contract for the construction of flyovers, cloverleaf, and road expansion projects in Effurun and Warri metropolis. This partnership marks the first time Julius Berger will be involved in the development of Warri, and it is expected to bring about a much-needed facelift for the neglected city.

The contracts include the expansion of a section of DSC/NPA Expressway, the construction of a Cloverleaf Interchange at the existing Effurun flyover, and the addition of pedestrian bridges. Flyover bridges will also be built at Enerhen junction, Marine Gate, DSC roundabout, and PTI junction. The signing ceremony took place at the Government House in Asaba, with representatives from both the State Government and Julius Berger Nigeria Plc in attendance.

The Governor, Rt Hon Sheriff Oborevwori, who has witnessed the rise and fall of Warri, expressed his excitement about the signing ceremony, stating that it represents a major step forward in his administration’s plan to revolutionize the city’s infrastructure.

He commended the efforts of everyone involved in the planning and negotiation process, emphasizing the significance of engaging Julius Berger for the first time in construction projects in Delta State.

The Governor also highlighted the importance of choosing Julius Berger based on their excellent track record and experience in road construction in challenging terrains.

He urged the contractor to complete the projects within 27 months, emphasizing the positive impact they will have on easing traffic congestion and improving the lives of commuters.

Furthermore, the construction projects are expected to create employment opportunities for engineers, artisans, and others in the construction value chain.

Dr. Lars Richter, the Managing Director of Julius Berger Nigeria Plc, expressed gratitude to the Delta State Government for entrusting them with these projects. He praised Governor Oborevwori for his vision and foresight in investing in the development of Warri, and he looks forward to a successful partnership that will benefit the people of Delta State.

With the signing of these contracts, Warri is on the path to reclaiming its former glory. The people of Delta State can expect more landmark projects in the future as Governor Oborevwori’s administration strives to improve the lives of its citizens. The commencement of this new era marks a turning point for Warri and its residents, bringing hope and a brighter future for the once-disillusioned city. And the people will rejoice again, I dare say.

Court Restrains Opeans Nigeria Limited from Conducting BOSIET, Other Trainings

Court Restrains Opeans Nigeria Limited from Conducting BOSIET, Other Trainings

Justice Joe Egwu of the Delta State High Court sitting at Orerokpe, in suit number HOR/9/2023, on Wednesday , October 18, 2023, issued an Order of interlocutory injunction restraining Opeans Nigeria Limited from continuing to conduct the Basic Offshore Safety Induction and Emergency Training (BOSIET), other similar trainings, and issuing such certificates.

The court also ordered the closure of the training centers owned or operated by the company.

The defendants in the suit include Opeans Nigeria Limited, American Petroleum Institute (API), Veriforce Limited Liability Company, and the Attorney-General of Delta State.

Opeans Nigeria Limited and the other defendants are facing legal action due to allegations of issuing counterfeit API and Veriforce BOSIET certificates that have not been approved by the respective institutes. Despite lacking any formal accreditation, Opeans Nigeria Limited has been falsely asserting that their training programs and certificates are accredited by API and Veriforce.

API, a renowned authority in the oil and gas sector, has firmly refuted any approval or accreditation granted to Opeans Nigeria Limited for conducting the BOSIET certification and issuing related certificates. This denial further bolsters the allegations against the company and exposes the misleading claims made by Opeans Nigeria Limited about their affiliation with API.

API’s legal team, from the law firm Banwo & Ighodalo, has explicitly stated that Opeans Nigeria Limited is in no way affiliated with API. Moreover, the BOSIET certificates being issued by Opeans Nigeria Limited are neither approved nor accredited by the Institute, that any claim by Opeans Nigeria Limited that it has API certification is false, forgery, and misrepresentative.

BOSIET is a mandatory requirement for personnel working offshore of the Oil and Gas Industry. Ensuring the safety and proficiency of individuals operating in offshore environments within the Oil and Gas industry is heavily reliant on the BOSIET certification. The fraudulent issuance of these certificates not only undermines the credibility of the certification process but also presents a grave risk to the well-being of workers and the industry at large.

Counsel to the plaintiff, while speaking to journalists after the court’s ruling said that, it is crucial for individuals who have been issued API or Veriforce certificates by Opeans Nigeria Limited to understand their rights and consider pursuing legal action against the company for fraud and damages. The certificates and training conducted by Opeans Nigeria Limited were not approved or accredited by API or Veriforce, making them invalid and potentially endangering the lives of those who rely on them.

He further stated that, “the court’s decision to grant the interlocutory injunction, which prohibits the company from conducting the BOSIET certification and requires the closure of its training centers, is a significant move in tackling the issue and preserving the credibility of the certification process. This decision serves as a clear indication that the court will not tolerate fraudulent practices and is dedicated to upholding the utmost standards of safety and professionalism within the country”.q1

NSC, Stakeholders to Delta Govt: synergize with Federal Agencies to Reactivate Moribund Koko Port

By Odeya Ogbetuo

The Nigerian Shippers’ Council NSC and other stakeholders have called on Delta State Government to synergize with Federal agencies to establish a mechanism that would make the moribund Koko Port more operational thus decongesting consignment at the Apapa and Tincan Ports in Lagos.

This was one of the resolutions adopted by stakeholders at a One-day seminar organised in Effurun, Uvwie Local Government Area by the Nigerian Shippers’ Council, Delta Port Office.

The resolutions were jointly signed by Nambol Emmanuel Nanle, Rep. Executive Secretary, NSC, Glory Onojedo, Director South-South Zone, NSC, Mr. David Odega, Port Officer NSC, Warri, Dr. Julius Obilor, Rep. Delta Port Manager; the President, Delta Shippers Association, Dr. Austin Egbegbadia and the President, Warri Chamber of Commerce, Mr. Francis Eruotor, among others.

According to the resolutions, participants at the seminar themed ‘Export of Agricultural Produce Through Koko Port: Issues and Prospects” noted that the Koko Port located in Warri North Local Government Area of Delta State is strategically positioned as a veritable port for shipment of cargo to and out of Eastern Port for patronage by local and foreign investors.

Consequently, they canvassed for “more awareness campaigns that the Eastern port should be encouraged by relevant government agencies”.

In this regard, they resolved that a domestic warehouse should be established, without further delay, through a public private partnership in collaboration with the State Government for Cargo consolidation for export through the Koko Port.

According to the participants, the infrastructural improvement and development of Koko Port at this point in the economic life of the country would attract prospective local and foreign investors, “while this would have the multiple effects of creating employment opportunities, boost foreign exchange earnings, balance of trade and by extension promote regional economic growth”.

While reiterating the issues and prospects of exporting agricultural produce through Koko Port, the stakeholders stressed the need to make the Koko Port fully operational soonest to tackle the challenges.

The resolutions read partly, “The Port industry plays a pivotal role in the economic growth and development of major economies of the world, the Koko Port is not an exception. To achieve this, stakeholders should be enlightened through seminars and workshops of its potentials in view to maximizing the benefits.

“The inclusivity of financial institutions as indispensable partners in the promotion of export trade facilitation cannot be overemphasized as this opens a window of opportunities for exporters in the state.

“The Government should be active partners in the rehabilitation of federal roads leading to the sea ports for ease of accessibility and other maritime infrastructures in the state.

“Exporters should collaborate with the relevant Government Agencies on the certification and specification of exportable Agricultural products in conformity with acceptable standards.
“Exporters and prospective exporters should register with the Nigerian Shippers’ Council and other Government Agencies to take advantage of the incentives and benefits contained therein in the exportation of their products”.
